Yes, he may need to sign off on large dollar deals, like in any type of organization, but for the last 3 years, please get this: Emery made all the football decisions, and reported to Phillips. Phillips works on other shit, like advertisers, the stadium, marketing, etc. Please stop with the Phillips shit, it is irrelevant. The only thing he did was pick the GM, and now he isn't doing that anymore.
