Actually the fail here is from the referees. By rule if a kick is touched in the endzone, it should be a touchback.

This jogged my memory, every state uses a standard set of rules for High school football games (the NFHS rules) execpet for Texas and Mass... they use NCAA rules.

That game was a prep game in Vermont and from what I read both prep schools also play under NCAA rules, so the no-call was correct.
