Not allowed. We also have proxy filters(that share data across a huge network) that report activity with known services. Not everything is caught right away, but eventually does get caught. It's not just there for multiple accounts, but also for spambots. A board this active has a very low spam. All due to a mix of configuration and staff interaction with such problems.
If you create an alt account, you will be banned, and the alt account will be deleted and reported to this network, where they will flag your details and make it harder to register on other sites. It's a lot of work for a user to go through the trouble to make an alt account here, but even less work for us to flag/ban/delete.
That's how it is, and this isn't something that is negotiable. So I'm just going to close this thread. You can PM me if you have any specific concerns.
