Environmental Cost Recovery Adjustment recovers certain environmental costs. Energy Efficiency Programs (EDA),
Franchise Cost and Taxes are government mandated line items. EDA recovers the cost of energy efficiency and demand
response measures. Franchise Cost recovers the cost that the local municipal ity requires to have distribution facilities
installed within the municipality. The Franchise Cost percentage in the Sample Bill above is a system average. State tax is
applicable to all customers and municipal tax varies by municipality if your municipality imposes a municipal
utility tax.

Gotta love companies who add random fees with generic titles and they get away with it cause, well am I gonna fight my power company.... no.

Then again you get it from all businesses.... I ordered flowers for mother's day online and got a 3.99$ "Care and Handling" fee added on to the 12.99$ shipping..... modern companies "If we put a small enough fee with a generic enough title, we can **** our consumers out of 5% more money and they can't do shit about it if we all do it!"

It is comical they would name this a franchise fee, as franchise fees are usually paid in order to receive something in return down the road. These charges are for upgraded transformers and such, and not all residential customers are being billed for this...were you?.
