The police will be sending this guy in court for attempting murder. The driver needs pay for his crime.

Ouch.

I have to play devils advocate here and ask the question: How much does a cop, wearing a black top and gray pants, blend in with the highway to the eye of the normal person driving 50-60mph? It was sunny, maybe even adding glare with some chance that the driver had sunglasses on.
I know when I drive past the service turns(like the one where the cop was parked) I glance at the cop car to see if he's about to pull me over, even though I'm not speeding.
This sucks really bad for the cop, but he wasn't exactly crossing the road safely himself.

im not sure but i think all this was due to a high speed chase and he was in the road trying to deploy some spike strips. he got an F.
