The 'next' decade does indeed start in 2021 (ie. the 203rd decade AD). This is because there is no year 0. The 1st decade was 1-10AD and the coming decade is 2021-2030.
Of course, this is being picky. I've never heard anyone call refer to the 202nd decade like they do to the 20th century. The years 2020-2029 do span a decade just like 1988-2087 span a century.
