F16 vs Cessna

F16 collided with a 2 seat Cessna today over South Carolina. 2 in the Cessna dead and the F16 pilot is ok. How the hell did they end up in the same airspace?

I guess my questions are why is an F16 flying outside of military air space over south carolina? Or was the Cessna off its flight path and encroaching into military air space?

How could a fighter jet not see the Cessna on radar or get a collision alert? And what the heck is he doing flying as low as a 2 seater Cessna which probably took off from a private airfield with no flight plan.

Cessna was flying in a MOA and probably didn't check with ATC before entering it to see if it was closed or not. Cessna guy was probably not on an IFR plan because if he was ATC would have directed him elsewhere. Not only that but that MOA is for low altitude training.

Not sure an F-16 would have active search radar on during this time as well. It's not like he was searching for enemy aircraft. I'm sure he was expect air traffic control to let him know if anything was in his path.
