It's pretty simple actually why he's still returning kicks. New rule allows him to not worry about a defender being too close to him when he's about to catch the ball. So this will reduce him muffing and even if he does (like he did in preseason) he still has the time to pick it up and run. There's no way he would be returning kicks without the new rule.

I do like him as a back though on occasional plays and feel like that's where his skillset's at.
