If my thermostat says 69 but it's really 80 in the house and the only way the fan turns on is by turning it to on from auto would it just be a bad thermostat?

If the answer is yes, you got off easy/cheap. Most replacements have 2 screws and 2 wires, a level is helpful when installing new to insure proper thermo readings.

If it's a digital thermostat, check inside, some have jumper settings. If you have a 24v unit, but set to a 12v thermostat, it wont trigger at the right temps. Newer models have eliminated this for the most part, but it's just something to keep an eye on.

Wow. I'm honestly a bit surprised at the legitimate help/advice in here.

Good job, ccs!

Right now, I can't find the fuse in the electrical box that controls the thermostat

You might have a separate box attached to the AC or nearby(if it's not in the central breaker box).

Also, if you really have trouble finding the breaker, check the unit itself, and see if you can find any details that might point out whether or not it is a 110v or 220v unit. If it's a 220 unit, the 220 breakers/fuses should be few and far apart from the rest.
