because winter has come and they need the environments that they're filming in to reflect so

i also heard that it'll be 15-20 minutes more per show

It's not the lateness it's the lack of episodes.

Season 7 (starting in July) only seven episodes. http://www.imdb.com/title/tt0944947/episodes?season=7

That's 13 episodes left in the series. If it plays out like this it will be the first time Hollywood has left money on the table. I can't imagine letting go of a money maker like GOT when it's at the height of it's popularity.
