July 2nd: International amateur signings

As of today the new signing period for international amateurs begins and the new CBA limits kick in. Teams can spend up to 2.9 million without penalty and if I read the CBA correctly up to 4.99% of that without losing draft picks. It will be interesting to see what guys the Cubs nab after being big spenders last year.

Giants got #5 and Twins got #12. Giants spent 1.3 million of their 2.9 million pool on him.

Jays have already got 2 of the top 10. Have I mentioned how smart their GM is recently? I am really curious to see if the Cubs make a push for any of the big names or are going more for numbers.

So today the new spending limits kick in for draft picks too? Or was that rule started immediately upon agreeing to the new CBA?

So theoretically then the Cubs could have had one more balls to the wall spend your ass off draft, as long as all the picks that you wanted to over spend on were signed by today?

No anyone signed today counts to the cap. You had to sign amateurs prior to July 2nd to avoid the cap. The catch being that most of the good ones were only eligible to sign today. The only exceptions were Cubans that defected like Soler and Puig.

Just other the draft signing and the Cuban signings mixed into the same group asking if today was the kick in day for signing players from both

Some buzz that the Cubs are close to getting SS Frandy de la Rosa (19th best prospect according to BA) for 700k.

It is a shame someone corrected him because Phil Rogers was wowing us with his baseball knowledge by posting that today was the last day before signing bonus limits kicked in. Danny Knobler sent him a tweet correct him, and it was changed to something else about how teams are going to try to get around the new caps.
