Locast with VPN

I have ExpressVPN which seems to work good. My understanding with Locast is if you live near or within a given city you can watch their local television programming on Locast. If I set my VPN for Chicago I am not able to watch Chicago programming on Locast. The message I get is "wrong location ". I've checked my IP address and it is a location in downtown Chicago.
Was wondering if I am doing something wrong. Also, if I get it to work will I be able to watch Bears games through Locast? Is there a better option. I really don't watch much television so I'm mostly interested in watching Bears games. I live in the central Wisconsin area.

Go to reddit
Type in NFL streams
Pick the Ace stream for the Bears
Cast it to your TV if you want it on the television instead of computer.

I figured something out that appears to work. I downloaded Chrome add on Geolocation Changer. It only changes the browsers geo location. I input downtown Chicago latitude and longitude into the add on and turned it on. I opened the Locast website in Chrome and it shows my location as Chicago. I opened their Chicago TV guide and was able to watch all local channels. Should be able to watch the Bears on Fox32 Sunday the same as anyone getting this channel over the air.
