Man arrested for DUI even though he blew a 0.0

Interesting story. Quick summary - man gets pulled over during Memorial Day weekend. Cop arrests him for DUI. Man then blows a 0.0 on the breathalyzer and is released at the police station with no charges. Then the police department reports it to the media and the paper reports the guy was charged with DUI. The guy is suing the police officer and city of Naperville. Turns out the cop who did the arrest is one of the highest ranking DUI arresters and it appears or has undertones in the story that there were incentives for having the most arrests.

I always have thought the cops in my town work on a quota system for tickets and arrests. In fact when there was a labor dispute a few years back the Police union went out of its way to deny there were quotas. I believe protesting a bit too much.

I know that State cops do not have a quota. Don't know for county or city police, but I don't think they do.

Anyways, you don't have to be under the influence of alcohol to get arrested for a DUI.

Does seem a little suspicious. Maybe he sells them. That is a defense people have used with bongs. That they don't smoke with them they just sell them.

Or maybe he was just at a wine tasting with people and got some souveniers. It can happen.



As for quotas, a lot of departments are now mandating that patrol officers have a certain number of 'contacts with a citizen' during their shift. It does not mean that they pull you over and give you a ticket. It could mean that they pull you over and give a warning, talk to someone walking down the street in a busy business zone, or actually arresting someone.



This takes the incentive to write tickets out of quotas but still shows commanders and leadership that the officer is not sitting in his car behind a motel for 7 hours.

I knew an Itasca cop a few years back and when I asked if there was a quota for tickets he explained that they were required to have contact like what BigPete mentioned. He said that it was kinda understood that you should write at least one ticket per day, as it is really easy to find anything illegal at anytime. Usually speeders topped the list, as that is simple to find, but it could also be a cracked windshield or loud muffler.

I know all too well this sort of behavior for police.



Ive been detained a few times for shit I didnt or they simply thought I was doing.



1. I was 20 playing basketball at a school playground with friends. two squad cars pull up, cuff us throw us in the back of their cars and accused us of spray painting graffiti on the walls of the school. With people coming out of their houses and watching like were friggin criminals. They released us like an hour later due to lack of evidence obviously and no we really didnt do it.



2. Playing football in the street outside my friends house later the same year. Like 10 squad cars surrounded us in the culdesac, I mean it looked like a friggin planned raid on a drug den, to this day I have no idea what they wanted or were looking for, one fucking jumps out of his car gun drawn, the rest of them had their hands on their weapons, made us hit the street face down. One of my friends, got a little out of line, because he was rightfully pissed, cop took him to search him against a squad car and pretty much slammed his face onto the trunk of the car.



ran our ids, asked us what we were doing, we told them, they hung around for 5 or so minutes and left. What the ****.



3. At night when i was about 17, i cut off a cop pulling out my neighborhood that was doing like 80 in a 45 and HIS HEADLIGHTS WERE OFF. i couldnt see the damn car. he pulls me over and throws a fucking hissy fit, but ultimately did not ticket me.



4. Pissing in public. No complaints there, I was guilty. That cop was actually cool, he could have given me an underage intoxication ticket too, but didn't when he saw I was in the military.

I passed by a cop in Minooka that was using his radar gun on cars. I wasn't speeding, but I flashed my headlights on and off to warn oncoming traffic that there was a speed trap coming. He ends up following me for a mile and pulled me over and asked why I was driving with my headlights off. I told him I wasn't and that I just flashed my lights to warn other drivers of his presence, which he obviously was pissed about.



He didn't ticket me, as I'm assuming he realized that pissing him off is not against the law.

I had an incident at the UC during one of the Hawks regular season games a few years ago. Was with my buddy and went through the doors during an intermission where the stair cases are. I was selling some tickets and then one of those blue sweater cops came through the doors and was giving me smack - thought I was gonna get arrested. But my buddy was lighting up in the foyer there so the cop sees him and switches over to him, so I left. Sometimes cops can just be looking to make trouble it seems.

I got pulled over once for having a radar dectotor visible. They are legal in Texas in your POV. Cop claimed I wasnt wearing my seatbelt, but I was. He was semi-obnoxious about it, but I remained polite and respectful. He ended up just running my license/registration/imnsurance info and letting me go. Seemed a bit miffed about it which gave me some satisfaction.

My buddy got arrested and charged for lying to a police officer (it got thrown out in court though, but still).



Hes a driver for fed ex, works an afternoon to night shit making pickups. So he got off work one night was on the frontage road going back to his house off of 55 in joliet. He was tired it was about 1am on a friday. he gets pulled over suspected of drunk driving. Cop searches him makes him wait at the end of his car, cop asks if he can search hes vehicle, hes like whatever go ahead. Cop then asks do you have any weapons in there? he said no.



Next think he knows cop comes out of his car fuming mad and flashes a box cutter in his face. He uses it for work to, duh, open boxes. He didnt even think of it as a weapon, his car got towed, he spent the night in jail, and had to go to court (having the box cutter wasnt even the issue, saying he didnt have a weapon in the car was). Judge threw the case out, but he still had to pay to get his car out of the impound.

I actually got a warning for doing that once... I believe it said something about "improper use of lights" or some other bullshit. He was actually a nice guy, I think he saw a young guy driving a bunch of girls around on a Friday night and wanted to make sure we weren't up to anything.

Real justice would have been for the judge to remand the cop to pay for the towing bill. Too bad our country doesn't work like that. You would see a lot more honest cops, prosecutors, and judges.
