Heh, hadn't looked at it like that... Wonder if in the USA, the Officer would have first had to yell "freeze, police, put up your hands", then pull out a Tazer, then if he went for his gun, pull out a gun and shoot it out?

If I remember correctly..Illinois law states, or did state, an officer "may" use deadly force to subdue someone fleeing the scene of a felony by the use of a firearm. Key words being .."felony", "fleeing", and "firearm". That's the legal end of it. However most Police dept's would frown on some cop sticking to the letter of that. They prefer that its a life or death situation before deadly force be used. Once the guy stopped threatening the victim with the gun and put it away, the life or death part was over and deadly force is no longer justified..THAT IS KEY!.. In Chicago, I don't know how that situation would have been dealt with. Probably the cop would draw and announce his office hoping the robber would surrender... Then the robber would have took off with the bike, and the cop would have called the info/description in so that on duty cops could respond in kind. The thinking is that the bike most likely was covered by insurance, and it isn't worth losing a life over. The robber would eventually get caught etc...No loss of life..blah..blah..blah. However, if the cop saw what happened and the robber still had the gun pointed at the victim, then all bets are off and deadly force is most definitely justified. As long as there was no danger of hitting an innocent by stander etc..

Im gonna have to ask my brother who's working still as a cop about all that.
