Yeah, it goes in hand with the discussion about putting priority on special teams players on the back end of the roster. I remember reading years ago how Toub would be involved with final cuts from that point of view as the 5/6 string WR, LB, DB, 3/4 string RB, etc are going to be his core special team players.
