OT:Why?

I am a Pelicans fan and I want some outside advice. Why do the Pelicans not just bomb. They are out Ryan Anderson and Jrue Holiday and have no chance of making the playoffs but they win just enough not to have a top 5 pick(There traded last year was for a first round pick this year but it was top 5 protected). I believe if this team got another top5 pick in this stacked draft. We would be championship contenders in 3 years. Anthony Davis is an absolute star in the making. Guy has turned his game up and his block shots are ridiculous.
