Parkey Kickoff / NFL Rule

Watching the game, I saw Parkey kick a nice ball to the 3 or so. but was placed on the 40 for the vikings. What is the rule regarding this? I liked it when the kicker could pin the other team close to their own endzone.

That is on punts, if the ball goes out of bounds on a kickoff, it comes out to the 40.

If a kickoff goes out of bounds, it's a penalty and the ball is spotted at the 40. It's always been a penalty in this type of situation; you may be thinking of punts, where a punter can kick a ball out of bounds and pin the other team.
