How is the GM and the entire staff supposed see these guys workout on the same day in different cities?
This is why the Prospects should work out at the combine. Now the Bears have to go to Boise St., LSU, and Ohio State on the same day or Mississippi and Penn St etc.

The players should have to answer if they will work out in advance and allow another player to attend in their place if not.

I don't disagree with the notion of a combine mandate at all but I see why some players do it. Some of these guys get and extra month of preparation if they skip over the combine to their pro days.

You can add another 5+ reps to your bench reps, shave time off your 40/split, or to your broad/vertical.

Every tenth of a second, inch and reps matters. Especially with a drill as blunt as the BP. If your a linemen and you think that you can squeak out another 5 reps with a little more time to buckle down and prepair then that matters.

If you put up 25 reps instead of 20 or 30 instead of 25 that is going boost your draft stock if your already vaguely considered a first/second round lineman.

Now that the college season and the practices/workouts that come with it are over, some of these players want to check out for a minute instead of jumping right into another hardened workout routine for the combine.

If they have the option of checking out for a few weeks after the college season then working out at a later pro day date then I don't blame players that choose to.

Personally I would rather see them just push the combine to the end of March/starte of April and make it a mandatory event.

I suspect they prefer the combine before FA so teams have a better feel for positional depth and what they can't rely on drafting vs where they'll need to overspend. The Pro Day only guys tend to be knowns or coming off dings.
