I just wanted to get a topic going, before a lot of people point out misconceptions.
Retirements alone do not wipe a player off the books. The player has to either waive the remainder of their salary, OR have their injury deemed(meaning the league investigates and applies an injury exclusion) to be career ending.
If Rose is retired with the injury exclusion, then he can't come back into the NBA, unless he pays back all of the salary that he missed between the time he announces retirement and the remainder of his contract. There is a loophole, he can play 24 games before being obligated to pay anything back. But once he plays 25 games after a return, he's on the hook. So this is unlikely, because Rose will want to get paid, and not owe if he by some miracle, comes back.
I don't believe the NBA will issue an Injury Exclusion for Rose, just because they didn't issue one for Brandon Roy, who fought hard to get one. Thus forcing the Blazers to use the Amnesty clause on him. Rose doesn't qualify for Amnesty.
The other way, is if the Bulls buy his contract out. Then he requires league reinstatement. Reinstatement has never been a problem before for informal or formal medical retirements, I don't think this would be a problem now.
