Since the league is pushing for more games and less contact, i think penalties over 15 yards Should be reviewable by either team much like the challenge system in place now.
in the last two minutes each half, they should be auto reviewed.
this will not add any crazy amount of time to games, there are 2-3 plays per game that result in 15 (or more) yards penalties but usually those plays are huge.
