I remember watching highlights of his first NBA game. And I clearly remember thinking - what's wrong with this footage? It's slow motioned like every highlight replay, but when he moves he looks like the video is at normal speed.

I could be wrong, but I personally think he's the fastest player in the whole league, with and without the basketball.

I think what makes Rose's speed exceptional is his speed with the ball and ability to change directions at full speed.

I always use this example to site how important ball handling is:

Say you have to keep me from running past you, and you have to have both feet planted on the ground to be able to block me and you can't use your hands. You could be 2x the athlete I am and would have no chance of stopping me under those rules.

What gives NBA players the ability to stop someone is the fact that they have to dribble a basketball while attempting to go around you even if they are far less athletic. People with tremendous ball handling (like Nash) can go where they want on the court.

Rose has elite change of direction speed and quickness. His ball handling is good, though not at an elite level, is good. That combination allows him to kill people off the dribble. If he ever were to become an elite ball handler then it wouldn't even be fair.

I saw Rose crossed Demetri Mccamey when attending my 8th grade graduation rehearsal at Simeon 4 years ago. Rose seemed like he had a lot more go-to weapons if you contrast his sophomore year in high school to now. He was doing all type of stuff.

That's the level of competition. Look at Tyson Chandler's predraft profile and people raved his ball handling / passing ability at that level. It's easier to do things against worse players that you'd have no hope of getting away with against great players.
