A centrally planned unschooling system, with a transition to standardization.
I agree with unschooling, I don't agree with central planning. You can achieve the same results by allowing more options in a marketplace, and get rid of most standardizations(because the standards become obsolete not long after they are agreed upon.)
That's why I want to abolish the Federal Department of Education, allow states to enact as much local control over pedagogy with the support and endorsement of the parents to keep transparency of activity maximum. Many locales WANT to use this structure. Some US private schools that are able to waive the standard testing, apply a similar model with a lot of success, but thanks to the culture, many private and all public schools aren't able to get around the requirements, unless it's special education.
Our system is stupid, therefore, so is our education. And who is in charge? The stupid people that went through the stupid system to get a stupid education. Go figure.
Finland has had a lot of time to allow their program to mature. It will peak, then decline for a better structure. That is why allowing more choice and systems locally to compete(the institutions compete, not necessarily the kids) sooner, the quicker the mess starts to sort out. When the peak of a system hits, another system will evolve and if we're smart and don't allow it to be centrally planned, we'll transition to the next best system, over and over and over.
