It's an official country, just that some don't recognize it. United States does. The Vatican City isn't a UN member either, but it is a country.

The Major countries of NATO and the EU do...

It is an official country, it governs itself.

And who is actually administering Kosovo right now? The Republic of Kosovo, or Serbia?

They govern themselves, they were being suppressed, they deserved independence.
