TS% tells you about scoring...PER tells who the better basketball players are, both are somewhat inaccurate, but PER is more realistic.

TS% is not inaccurate. It's been scientifically weighted to measure a player's scoring efficiency. It needs to be placed into context of course. The leaguewide TS% in 2000 is going to be lower than that in 2008, because of the defensive rule changes brought about in 04-05.
It also has to be taken into context with volume. Some player could only take layups, and pass out of all other situations, and have a perfect TS%. He'd also probably only average around 2-4 points a game at most. Does that mean he's the best scorer? No. There has to be some trade off between scoring volume and efficiency.
But when two players have a similar scoring volume, you can judge who the better scorer is by who is more efficient.
You also have to take into context what actually happens out on the court and not just what the stats say. A player like Michael Jordan sees a completely different kind of double team than a guy like Ben Gordon. So if Jordan puts up similar volume and efficiency than Gordon, then Jordan's the better scorer.
But say you compare two guys like Ben Gordon and Carmelo Anthony, who see similar amounts of double teams and defensive attention. They also have similar scoring volumes, yet one player, Gordon, has a much higher scoring efficiency than the other guy, Anthony.
When this happens, it's quite easy to see that Gordon was the better scorer for the 08-09 regular season than Carmelo Anthony.
