A 2 year deal could get him. He won't get a guarantee 3 years. Maybe a 2 year deal with an option.

The White Sox spend 79% of all revenue on payroll. That is tied for first in all of Baseball with Washington.
So Reinsdorf is technically tied for the least cheapest owner in the MLB.
