I somewhat disagree. 15 years ago the United Center was empty for Hawks games. Soldier Field wasn't empty for Bears games.
It wasn't the same though, man. That's the point that Desperado is missing by a mile and it appears that you're not quite there either.
First off, football is just more popular than hockey in this country. That's a simple fact and a significant part of this conversation.
The Hawks and Bears went straight into the the toilet together around the mid/late 90s. But as a kid who was an active fan of both during that time, I promise you that the Bears were still way more prevalent in my life. I could go to a story and find Bears gear to buy (or beg my parents to buy). The Bears were present around town: I still remember going to autograph signings for Marcus Robinson and Curtis Enis in the late 90s.
There was no such thing for the Blackhawks. You must remember that this was before the Internet. As I got into the sport more and more, I desperately wanted some Hawks gear. There was NONE to be found. I'd go to local sports stores (Sports Authority, Sportmart, etc.) and they simply wouldn't have any Blackhawks stuff there. It was as if the franchise didn't fucking exist.
Even when the Bears sucked, they still had the ability to be a recognizable entity within the Chicago area.
Not only did the Hawks completely **** up on the ice, they were a total PR disaster as well. Absolutely no presence in the outside community. If you were a casual sports fan that wasn't following the team that closely, the Blackhawks never crossed your mind because the team did nothing to remind you.
It's not that fans stopped caring. It's that the organization rendered them invisible in the eye of the sports fans of Chicago.
