Few things stick out to me reading this:
- It still seems very up in the air. They mention there are still conditions to be met for them to even close on the property.
- If they do meet conditions and close - they are still undecided if they will place a stadium there. Sounds like some sort of development will happen tho
- No public funding for stadium (assuming they seek public funding for the other improvements though)
- They plan to honor the lease at SF (isn't that like another 10 years?)
I'd be curious to know what conditions the Bears must meet to be able to close on the property. I also find it far fetched that they would go through all this hassle of purchasing this property to NOT put a stadium on it. If they start any sort of development of a mixed use district, a stadium will be built eventually imo.
The obvious thought for conditions is going to be tied to funding - especially if they are not going to ask for funds directly for the stadium there is probably still significant work to do to secure partnerships and funding to make it happen.
Then, for the non-direct costs, there are probably ongoing discussions for public funding and how that will look.
