There are first to worst and worst to first teams every year. Really no such thing as rebuilding anymore. In the salary cap/FA era you're always rebuilding and always trying to win.

Just to add to this truth.
Cutler owns a bunch of records and I can't remember a QB that has a record of what is it now 1-11 against the Packers with a shit load of INTs.
