After whiffing on Shea over Chandler Jones for DE Emery really has little choice but to over pay for Allen to keep the Bears pass rush relevant. The Cubs do this all the time as Steve Stone has pointed out many times over the last few years. Teams have to pay for their mistakes if they want to be competitive. However drawing from a truly successful Chicago team our Bears should also sign Wooten so that Allen's 32 year old body doesnt get worn down and maybe hurt from taking too many brutal reps in the trenches. Phil Jackson did this with Bill Cartwright. Phil made sure Cartwright didnt get over used during the regular season so he was in decent condition for the playoffs.
Wooten had a breakout season in 2012 but the was not able to repeat his sack production because he was needed at DT in 2013. Wooten always had potential but got hurt a lot. Understandably the Bears have been reluctant to over pay Wooten in FA but now that Bennett took a pass they need to really solidify their pass rush depth and it appears to me that signing Allen and Wooten would be the smartest way to do that at this point.
Then draft Gilbert or Dennard in the first round and in the second round pick the best dlineman or safety and the defense rebuild would be off to a good start.
