If Roberson makes the 53, he'd be earning less than Shelley, and only slightly more than Michael Joseph. Put another way, his contract is not far off the the league minimum for 1st year players. Not sure how this aligns with 'largest CFL-to-NFL compensation since Cameron Wake' stuff. Assuming these numbers are correct, he's clearly just considered a developmental prospect by NFL teams. If any team thought of him as a potential instant starter, they would have ponied up significantly more than the league minimum.
Looking at the plus side, the Bears seem to be cornering the market on developmental CBs coming from atypical backgrounds...

Per the article I just posted he’s got around $300,000 guaranteed. That doesn’t seem like enough guaranteed money to guarantee a roster spot.

May be part of paces pre draft plan to appear to have all bases covered before the draft to stop other teams from moving up ahead of him. He may not be great with early choices so far and the 3 to 2 move up can be questioned along with the amount paid Glennon but his draft strategy in terms of subterfuge etc have been good.
