Even if a hard cap is implemented with a new CBA, there is likely going to be a grandfather clause allowing teams to go over the cap for a few years with their existing players. Maybe there will be a rollback on all current contracts like the NHL did during their lockout. But nothing is going to happen until the owners show the books. It's very fishy that half a billion was claimed to be lost by the owners, yet revenues are at their highest, the cap is higher than last year, 10M more than it was projected to be last year, and the first week of FA, over a billion dollars in contracts were given out to 11 players
