I have a solution. It is a bit crazy but it just might work.

Seeds #15-#5 in each conference automatically have an equal shot to draft the first 22 picks in the NBA draft (i.e. the OKC Thunder would have an equal chance at the first overall pick as the Bulls/Grizzlies do);

Pick 23 goes to the team with the 8th best record in the league (regardless of conference).

This system would disincentivize super teams from joining (and staying) together.

Incentivize every team to want to want to make the playoffs.

Stop rewarding teams for tanking.

Stop punishing middle of the pack teams.

Make the value of draft picks very helter skelter until order is determined (which isn't a bad thing).

With that said, the NBA needs to hire an outside agency to conduct the draft lottery to shut up the conspiracy theorists (finally).

And on an unrelated note, hire another one to judge officiating.

God, is Silver for real? So the Bulls, a franchise that has actually tried to compete for the past decade, finally decides to blow things up and they're being warned. Yet Philly gets nothing? Seriously? The Bulls are currently sitting at eight in the draft order. EIGHTH!
