They can't ban possession to my knowledge, all they can ban is sales.
Don't believe recreational users in Illinois can cultivate, only medical IIRC.
Local govt can ban the sales (business) so you can't buy it locally and need to travel to find it.... many Chicago suburbs are banning sales.
