According to the Chicago Bears, Kyle Fuller will wear number 23. As in Michael Jordan and Devin Hester, two huge icons in Chicago. Even though MJ is light years ahead of Hester, both were huge fan favorites.

They couldn't retire Hester's number if they wanted to we are maxed out. I believe we have enshrined HOF players without retired numbers.
