From an objective point of view, if you're only increasing upper body mass and your legs and lower body aren't getting stronger to compensate, it seems reasonable, but if as a skill player (i.e. a basketball player or a sprinter) you're working out the whole body which includes the core and the lower body, you should be able to compensate. It might actually differ depending on the individual athlete. Some beefy guys can run pretty fast, while some skinny white guys are just slow. I don't think you can generalize it that way.

This one goes back to the old days when people described bodybuilders as being "muscle bound" and "bulky". Contrary to what you may think, building a significant amount of lean muscle mass will actually speed you up rather than slow you down. Muscles are responsible for every movement that your body makes, from running to jumping to throwing. The bottom line is that the stronger a muscle is, the more force it can apply. Having stronger, more muscular legs means increased foot speed, just as having stronger and more muscular shoulders means the ability to throw farther. Strong muscles are able muscles, not the other way around.

The problem is, while that answer is mostly correct it's not very explanatory. It's expected that we all take that person's word for it.
The correct answer as with most things fitness/nutrition related is it depends.
The answer above is mostly correct, and is correct 100% in regards to a high level athlete.
