All depends on what you intend to do with it and what your budget is. If you're looking for something functional and cheap, a refurb might be a good option - if it is purchased from a reputable company and it was actually factory refurbed.
I've bought two this way and had pretty good luck (both from TigerDirect). As far as brands go, I've owned a bunch of them: Dell, ASUS, Toshiba, HP, Acer and an old IBM Thinkpad back in the day (now Lenovo). It's really about components more than brands, although certain brands tend to have higher quality components than others.
FWIW, the best laptop I've ever owned is the one I am currently responding to this with - Macbook Pro, 15" Retina, 2.7 GHz Core i7, SSD and 16 GB of ram. I love the fucking thing. Expensive, but for what I do it's perfect. The second would probably be the ASUS. After that it's sort of a toss up, but the Thinkpad was rock solid (for the time anyways).
It's probably better for you to explain what you want to do with it, any specific parameters you are looking for (e.g. large screen, long battery life, solid construction) and what you want to spend....and I'm sure some folks around here can get you pointed in a good direction for your purchase.
