I posted my concept a few times. May as well repeat it, not like it's ever going to happen.
16 worst records in the league are in the lottery regardless of conference.
Playoff lottery teams can not exceed the 10th selection.
Non-playoff lottery teams can not win a selection in the top 2 in consecutive years. Or top pick in consecutive years.
Weaker Conference in terms of total win % improves odds for each pick, pending rank.
Weaker Division in terms of win % for all teams in a division but against non-divisional opponents will improves odds as well.
The point is to subtly balance conference strength and to take more power of tanking away from any team. If shit teams want to draft shitty, that's on them, but the system would be in place. If one conference is top heavy, naturally you wind up with lottery teams that could be playoff teams in the other conference.
So for 2017, not including any trades. Just the team odds.
