I just put all my picks in and the tie-breakers and the form/webpage at yahoo sports recognizes all of them [picks saved 16 of 16, tiebreakers entered], but the word INCOMPLETE appears at top left of form.
is there anything else I'm supposed to enter?

Make sure you have them numbered correctly. Can't use the same number twice.

so the confidence points [sic] options are used to order the picks from highest confidence [1] to lowest [16] ?
I ask because I had no idea what to do about those, and haven't even touched them.

i believe you have that backwards... highest confidence would be 16 and lowest is 1.

Yup, confidence number you assign (1-16) is the number of points you get if you're prediction is correct. Most points wins.
Also check the bottom of the page, lots of tie breakers.
