By the time Herbert catches it they are 4 yards down the field but it is not based on when Herbert catches it but when the ball leaves his hand which would be hard to tell in real time while also trying to determine where the OL are. Hence why refs are unlikely to call it unless someone was well past 1 yard before the QB starts to throw.
