There absolutely is lockers in the picture you posted.
Look at the top area of the cubbies. There is a personal effects locker on each one for locking up valuables. On the very right you can even see the locking mechanism. This is definitely a locker room.

The room itself is presumably locked. I'm sure that there's a security patrol to only allow authorized personnel to enter. Ergo, the entire room is a locker room!

It's a locker room, that's what the players call it. In Canada some of the hockey players call it a dressing room, but they have a French persuasion to them.
