That is a true mystery for the ages.
That was the market in the offseason. Similar reason why the Cubs threw $100 million plus at Pena this year.
Campbell will never be able to live up to that rich of a contract, but he's been the most consistent performer all season long.

I was saying that the gfc really put a monkey wrench into things as a salary cap that had been going up by over 10% at the start is only average 3.33333% now.
So if you actually bothered to read that part I'd written, it said that the salary cap did not go up that much -not there was no increase. If it had sustained that 10% growth rate over the 6 years that it has been in place it would have made the cap just a shade under 70 million for this season - but it didn't - of course the 2009-10 increase of $100,000 is a big factor in this - as is the 2010-11 increase with is something like 5-6% increase.
-Which leads me to another point - I'm sure Tallon probably projected out increases when he signed Campbell that type of money -and -well, aside from overbidding, the cap did not cooperate with him due to extenuating financial factors (of course everyone has had to deal with that).
The 100k increase being modest... well, let's just say that might be a euphemistic way of putting it.
