In the current scenario we have seen a team with a losing record win their division and have a first round bye over a team with a better record...also that still doesn't water down division play, in order to guarantee a spot in the playoffs a team still has to win their division. That alone makes the division games matter just as much in both scenarios. Combined that with the fact the second tie breaker for playoffs is division record....that is behind overall record and head to head record. which makes division games still just as important.Division play will be watered down. In the proposed scenario, you can still have teams with a lesser record that plays in a tougher division traveling on the road to a team that did not win the division, but played a bunch of tomato cans. It all evens out.
Just leave it the way it is...you exchange one perceived issue for another.

If a 14-3 team finished second in their division, no way should they have to travel to play a 8-9 division winner.
