There is almost no way they can push everything back a week. The regular season bye weeks are over, so they can't do the Covid maneuvering tactics they did last season when several teams had issues, and the Superbowl is pretty much unmovable with all the money and scheduling conflicts tied in to that specific date months in advance.
I honestly don't know how they are going to do this without causing other issues. They can't make the Bengals/Bills play their week 18 games this Sunday and then move the Week 17 game to Thu, because the playoffs would already start the following SAT/SUN. Unless the NFL agrees to eliminate the bye week before the Superbowl (seems unlikely and unfair), this game is going to have to end in a tie, and they'll just have to move on and hope to minimize as much potential chaos as possible.
It is a mess, that is for sure. It doesn't look like there is a fair solution with this game not being played.
I would bet the nfl league office is burning up the phone lines with teams impacted by this game and looking for an agreeable solution.
The season will go on and a Solition needs to be found.
Through that lens, the business side, it is already a mess.
Bills and Bengals get a bye week this week. (Just talking competition here and the impact to the playoffs. I know they would rather have not had this).
Teams and seeding of course would be affected with this game and even more so if the bills don't play next week.
Whatever path the league takes going forward, some team or teams are getting screwed for something that isn't their fault.
The bills had as rough a night as anyone can imagine, so screwing them with 2 losses via forfeit wouldn't be a good look either.
Really one of the only fair ways to move forward would be a monumental shake up that they would never do.
Seed the playoff locks in the order in which they secured a berth, and give them the week off.
Take the teams that were mathematically alive, seed them as of this past week, and have them play each other for a win and in.
If too many are alive, make point differential the tie breaker.
