Haven't seen a slow motion angle of the PI call, but it looked like they could have called both a defensive holding and a PI on the same play. The DB egregiously held onto the jersey, which made the ball look more uncatchable than it was. The WR also tried to sell the call by flopping, but it doesn't change the fact that his jersey was clearly grabbed and tugged. That gets called everytime.
The Packers lost because they couldn't convert the Bucs turnovers into TD's the same way TB was able to.
