Maybe he should have kept all his money in a US bank. Would be a lot harder to seize that way. Might have to pay taxes on it though.

Anything that was needed in the DR could have been wired. I would never trust any amount of money to a third world bank. They come up with new creative ways to take it away from you in those countries, especially if you are a local with no real power in that country.
