Washington (CNN) -- Facing harsh reaction from financial markets and a frustrated public, the congressional "super committee" negotiating a possible deficit reduction agreement announced Monday it has failed to reach a deal.



A statement from the panel's co-chairs said that "after months of hard work and intense deliberations, we have come to the conclusion today that it will not be possible to make any bipartisan agreement available to the public before the committee's deadline."

Should Pres. Obama hand the reins of the Democratic Party to Hillary Clinton?





FROM CNN's Jack Cafferty:

It's time for President Obama to step aside and hand the reins of the Democratic Party to Hillary Clinton.



This rather radical idea is coming from two Democratic pollsters in a Wall Street Journal piece called "The Hillary Moment."



Patrick Caddell and Douglas Schoen argue that Obama should follow in the footsteps of Harry Truman and Lyndon Johnson. Both presidents "took the moral high road" and abandoned a run for a second term when they realized they could not effectively govern.



Caddell and Schoen say that never before has there been such an "obvious potential successor" as Hillary Clinton. They say she would save the Democratic Party and be able to get things done in Washington. They think Clinton is the only leader capable of uniting the country around a bipartisan economic and foreign policy.



They point to Clinton's experience as first lady, senator and now secretary of state - suggesting she is more qualified than any presidential candidate in recent memory, including her husband.



Although Clinton says she's not interested in running, polls suggest she might do pretty well:



In September, her approval rating was at an all-time high of 69%. Another poll shows Clinton leading Mitt Romney by 17 points in a hypothetical matchup.

Caddell and Schoen say Obama could still win re-election in 2012, but only by waging a negative campaign, which would ultimately make the gridlock in Washington even worse.



If Obama isn't willing to step aside, they think Harry Reid and Nancy Pelosi should urge him to do so.

The pollsters say they're writing as "patriots and Democrats," have had no contact with Clinton's people, and don't expect to play a direct role in any potential campaign.

When politics is king, this is the result. Both parties to blame for this failure. Honestly, occupy walstreet should switch to impeach and lose retirement to the committee members and Obama. Not that I hate Obama, but his job is to manage the gov't. No resolution is purely a massive **** up that should roll heads, including the one who needed to make sure it went through. Big O not campaigning yet, BS, and thank you for the continued stinkfist.

This should be the ultimate wake up call for the Senate and House members to be let go, voted out.......



The only hope we can possibly have is to unelect the same old, same old and once that is done we get the new recruits to vote in term limits. I mean that from both parties.

I won't. Disgusted I will be but not surprised.



Give the people more and more, tell them how you are about the little guy, entitle more, promise more, talk about the evil greedy people and corporations and then support them while they revolt turning in upon ourselves. Expand the government and hire more under the federal dime and let them tell the nation how they can do a better job at everything then the evil capitalistic society. A game plan (following the socialist dream) is well under way and he has expanded more of that base. Soon, and maybe we are there already, they will be the majority and will continue to listen to those in power projecting those ideals.

When over 50% of this country pays zero federal income tax why would that majority vote out the party who affords them this.

Not really.



I'd rather the GOP won, my pocket book would be much safer. Problem is ALL of their Candidates are a complete fucking Joke. In some sense more of a joke than the joke already there.



Then add the Congress, which is even more so a joke, because most people don't bother to pay attention verses complaining and well, you have a pretty fucked up system.

Capital gains are the key ingredient of income disparity in the US-- and the force behind the winner takes all mantra of our economic system. If you want even out earning power in the U.S, you have to raise the 15% capital gains tax.

Income and wealth disparities become even more absurd if we look at the top 0.1% of the nation's earners-- rather than the more common 1%. The top 0.1%-- about 315,000 individuals out of 315 million-- are making about half of all capital gains on the sale of shares or property after 1 year; and these capital gains make up 60% of the income made by the Forbes 400.

It's crystal clear that the Bush tax reduction on capital gains and dividend income in 2003 was the cutting edge policy that has created the immense increase in net worth of corporate executives, Wall St. professionals and other entrepreneurs.

The reduction in the tax from 20% to 15% continued the step-by-step tradition of cutting this tax to create more wealth. It had first been reduced from 35% in 1978 at a time of stock market and economic stagnation to 28% . Again 1981, at the start of the Reagan era, it was reduced again to 20%-- raised back to 28% in 1987, on the eve of the October 19 232% crash in the market. In 1997 Clinton agreed to reduce it back to 20%, which move was an inducement for the explosion of hedge funds and private equity firms-- the most "rapidly rising cohort within the top 1 per cent."

Make no mistake; the battle that is to be fought over the coming attempt to reverse this reduction in capital gains will be bloody and intense. The facts are clear according to the Congressional Budget Office more than 80% of the increase in income inequality was the result of an increase in the share of household income from capital gains. In fact, you can go so far as to claim that "Capital Gains income is the most unevenly distributed-- and volatile-- source of household income," according to Laura D'Andrea Tyson, University of California business professor and former chairwoman of the Council of Economic Advisers under President Clinton.

No wonder the super wealthy plutocrats obtained the largest share of national income-- 25% of the nation's wealth- greater than any other industrial nation in the the period of 1979 to 2005. Make no mistake; after unemployment-- this disparity between the 1%-- 3 million-- or the 0.1%-- the 300,000-- and the other 312 million citizens of the U.S. has become the major theme of the Occupy Wall Street movement-- and an important national debate.

I commend you to the late Justice Louis Brandeis warning to the nation that " We can have democracy in this country, or we can have great wealth concentrated in the hands of a few, but we can't have both." We have to make up our minds to restore a higher, fairer capital gains tax to the wealthiest investor class-- or ultimately face increased social unrest.
