Maybe the picture doesn't show the patches as much as you're seeing it. But going by that, and knowing it's still May after a number of frosts (going into a period where it's tricky doing certain things), it doesn't look bad at all. Lightly yellow(under-developed roots or lightly wormed) spots at worst. Accepting that curbside grass is a problem in general because of drainage and all the variables from vehicles(road salt, intermittent shade, fluids). A little maintenance is going to do a lot, and realistically wont be super-lawn. Unless you want to compete with the retired guys who have nothing better to do.
The way you initially described it, I thought it had fully dead(brown/bald) spots and maybe some invasive species. And yeah, thatching is a great idea, but this is not bad at all. I wouldn't be surprised if it fixed itself, as long as the rains are normalized and the grass is trimmed regularly.
