I think the idea is to try to give cars around you a better visual reference... plane lights blink.... radio tower lights blink.... emergency lights blink/flash rapidly... I assume hazards in bad weather is a similar notion. Not sure it really helps thoughI drove home through a pretty nasty stretch of rain last night. Couldn't really see much more than 10 feet in front of me.
I'm still trying to understand while people turn their damn hazards on while driving down the road when it's raining/snowing. I had 4 or 5 cars around me with them on. One was even changing lanes with them on.
For me, it was just a tiny bit of wind, thunder, lighting, and a down pour for awhile. As on a storm scale, pretty disappointing to me. (I have a huge love of storms).
