Although I think only a couple of those hits actually deserved fines, this comment by Tomlin is idiotic. There are plenty of people in the world who don't have $50+ million contracts, but still have to put their kids through college. Call the fines BS if you want, but don't try to come up with pathetic excuses or reasoning for the fines being unfair.
