What an odd rule... if it premiered before 2009 it doesn't count.
So if a show is so good it started before the decade and continued to be good/great during the decade, it doesn't count.
Btw the list reads like someone literally just scrolled their most recently played 25 shows and copy/pasted it.
Leftovers had a 10/10 first season, and the show overall was not as good after it diverged from being a book translated to a show, to a book writer writing a show.
Good show? Yes
Best show of the decade? Not at all
